Last year I staid two days in Rouen and I booked at Hotel des Flandres located on 5 rue des Bons Enfants. It offers quite cheap and comfortable newly renovated doubles. A double with a shower is 26 euro and one with shower and toilet is 29 euro. I went for the latter one.
