I went last year on a group trip in Reims and we booked at Centre International de Sejour. It is nice and friendly and quite cheap. The higher price for a double room is 30 euro, or you can stay in a 5 bed room with shower and toilet for maximum 16 euro/night. It is located on Bocquane chaussee near the center of the town.
