Of course it is! why shouldn't it be? As a matter of fact is one of the best ways of carrying money, cause the credit cards will often be overcharged, but if you use the travellers cheques at their issuer (for instance an Amex one cashed in at an Amex office) then there is no extra fee. Cheap and safe :)
